Yes, in certain circumstances

If your application has been declined, you may be able to reapply at a later date. This is most likely to be appropriate if your circumstances have changed since your original application: for example, if your income has increased, you have a new employment contract, or you are now able to add a Responsible Third Party.

What to consider before reapplying

Resubmitting the same application with no changes to your circumstances is unlikely to produce a different outcome. Before reapplying, it is worth considering whether anything material has changed that would strengthen your profile.
